Monitors in the building's technical observation centre, the Technisches Beobachtungszentrum, served to keep it under close surveillance both inside and outside. The Palace of the Republic was open to the public, but it was also the seat of the East German parliament. The Ministry of State Security therefore classified it as a special "security object". The security controls were designed to ward off dangers and at the same time prevent "provocative" actions. Employees were checked, visitors observed, telephones tapped and central areas monitored by cameras. People critical of East Germany such as Udo Lindenberg, who performed in the Great Hall in October 1983, were systematically spied on.
