Senghor had appointed Jahn as Honorary Consul of Senegal, which is why he addresses him as such here. He writes to him about how the Senegalese Government is financing the Black Arts Festival in Dakar and how the Festival should be reported: “The Organising Committee has examined the proposal you sent and has understood the importance of the issues raised: How can we ensure the most realistic coverage possible of the events taking place at the Festival while avoiding exoticism?” He declares that a further objective is the creation of a film documentation for educational and non-commercial purposes to precisely reflect each of the performances in the Festival.
